Uhh, I've spent plenty of time in Colombia, in most of its major cities. The police are not systemically "violent" at all. Just like the USA, it's a country with a lot of drugs and a lot of arms in urban areas, and the police must act accordingly when necessary. The average law-abiding person has nothing to worry about. Frankly, in many ways it's safer than the U.S. (and some European cities) because other people are far more willing to help/defend you if you encounter someone up to no good.

Sounds like the U.S. The "rich" (meaning whoever has a job and isn't a criminal) pay all the taxes while the "poor" bear no responsibility or consequence for their country's budgetary crisis and sponge off the rest of the population.

Colombia could double its VAT and the prices of goods and cost of living would be nowhere near Europe. Colombia really is a "middle income" country, not "poor." There are wealthy areas and low-income areas. It's a mix. As far as taxes, even as an American, I have no idea how people tolerate the outrageous taxation in the Old World. Colombia may have a high VAT, but the base prices are low. It's a wonderful place to visit as you can truly explore a beautiful country and vibrant cities without getting hosed. Europe has cheap wine and expensive everything else.
