  1. That's not how it works. Leonardo also has an insurable interest in the program, therefore it, like Boeing, is a victim of the supplier. Plus, Boeing promulgates a list of approved suppliers and transmits it to Leonardo. It's not always the choice of the lower-tiered partner.

  2. Not to be overtly political, but Washington isn't exactly a business-friendly US state. There may be viability issues with remaining there.
