  1. The four HIMARS are for the purpose of standing up a training unit. Additional launchers will be provided in the field during future drawdowns once we train Ukrainians on how to train their colleagues. There are already HIMARS and MLRS pre-positioned in Europe, it's not an issue. They're sending four because they only need four at the moment.

  3. The issue there is that he'd be risking giving the U.S. and NATO a compelling reason to provide actual longer range munitions like ATACMS and such.
