@Sharakad NATO isn't a country or a government. It can't "annex" anything. France even withdrew from NATO command for years, then came back. Nobody is forced to join, remain, or leave NATO.

It seems to me that the people who left do not believe Russia is worth saving, and would be happy to make a new life somewhere else and never have to worry about returning and dealing with the corruption and authoritarianism again. They just want to forget about the place. That is how my grandfather felt when he left his country. He never returned, and my mother did not even know her father was an immigrant until she was older because he went to such lengths to hide his accent.
