  1. The issue in the US is that a poor review from one's employer has been grounds for a lawsuit. Employers would rather not comment or even allow a person to resign with, sometimes even with a bonus and letter of recommendation, so they never take on that liability. Nothing will be done about any of this until there are labor law reforms and tort reforms alongside any database or review system that is created.
