  1. There is an IFF antenna mounted on the search radar of Tor, so the capability is definitely there. IFF has a number of different "modes" for military use. Then there are two modes for joint military-civilian use including "3/A" which is the mode used for ATC. I'm guessing either the pilot of the Ukranian plane did not properly transmit from his transponder, or the Tor commander was simply in a panic and under the belief that the U.S. was going to respond rapidly to the missile strike, producing an itchy trigger finger.
