Pennsylvania Department of Revenue and their ilk: Complete monopoly on wholesale liquor and wine.  Complete monopoly on retail liquor and most winer.  Complete monopoly on the numbers racket  Complete monopoly on the casino license racket where they get 50 percent of the action. Most transactions they get six percent of the action.  They even rip off Penndot charging them with worthless audits on trucking companies that yield almost nothing.
