The same applies with you, as you're not the homicide detective assigned to the case. As for your last point, unfortunately (for you) there are no laws in effect that enforce what you deem is right, wrong or "heartless."

Unless you yourself threw yourself in front of the tank, there was no danger to anyone given the deranged guy driving the tank was intent on property destruction and not murder. If you had the pleasure to see this happen live, what a treat!
