  1. I believe Putin and Russian troop movements and exercises are mostly about an optics war. He knows that western intelligence and Ukranian military are both watching. The stationing of troops at the border is Putin saying "This is how fast we can deploy an invasion force ready to go in and take Kiev", this to deter Kiev from entertaining the idea of applying for a Nato membership, because if they do, Ukraine will be annexed. And there's not much Nato seems willing to do about it, which Putin already knows. He did this to show Ukraine and the world just how weak Nato's response would be.

  3. The difference between Putin and Western officials is that Western Officials worry about what the media will say or think about them. Putin doesn't. And he can use that to his advantage.
