  1. I'd be fine with putting them on barges and cruise ships... provided they aren't allowes to come ashore. Anchor the vessels of the coast. They can get food and water but that's it. Asylum requirements met.

  2. Just sink the boats leaving the shores. If they're inflatable, shoot a few holes in them and the boat will sink at a safe depth where no one will drown.
