  1. I bet another negative aspect to handing out loans to anyone asking means you drive up the prices on housing in general. The real estate owners quickly catch on when banks start opening their coffers of printed money, and thus ramp up the prices for homes. So not only did these minorities end up having their mortgaged homes taken away, homes in general are more expensive as a result, making it even harder to get a mortgage for one or saving up for a downpayment.

  2. "Fair" and "Unbiased" are mutually exclusive concepts i'm afraid. If you attempt to be fair, then you have to apply bias in some way. If you attempt to be unbiased, then you can't live up to the ideals of fairness. Even the dumbass feminists know this. Their politics for example is all about using BIAS against men, because they believe that if you don't, then women will never be treated fairly. Their idea of "fairness" (equality or outcome) requires that you push men down so they can't give it their best in the competition between the sexes.
