  1. Most biolabs doing medical research will have samples of deadly pathogens on hand though. You can't develop vaccines against pathogens like anthrax unless you have samples of anthrax to study. To prove that bioweapons manufacturing is happening, you need different equipment. Like big cultivation vats for the purpose of growing great quantities of viruses, bacteria and parasites inside of them. So I wouldn't just assume that because samples of anthrax were found in a biolab, it must be some sort of "smoking gun" that proves that bioweapons were being manufactured.

  2. It does make sense. Nato powers and their non nato allies have always seen Russia as a thorn in their sides. They've always harboured global ambitions of control and dominance. A western world order if you will. Russia is a country with enough military force to stand in the way of that ambition. So when Russia invaded Ukraine, it gave western powers a golden opportunity to hurt Russian military and finances without having to send any troops of their own to do it. They can instead rely on their Ukrainian proxy fighters to do the deed for them.
