Hair doesn't rip out very easily as long as you grab enough of it. If you grab enough hair on your opponent, then it's almost the same thing as grabbing hold of a rope attached to his or her head. You'd be hard pressed to convince a fighter that having a grapple onto a rope firmly attached to your opponents head isn't an advantage.

Two reasoms why long hair is bad in a military context: 1. Your hair can get in your eyes if it's not secured properly, putting you at a disadvantage in combat. 2. Strategically speaking, shaving your head reduces the risk of lice and fleas since the critters are much more comfortable in long, bushy hair than clean shaven bodies. Lice and fleas are vectors of disease so there is a strategic importance in it by having your men shave in order to prevent disease.

BloopShow: I used to have long hair. But in hand to hand combat, I wouldn't grab hair because I thought pulling it would hurt my opponent. I'd do it as a grapple to get an advantage or to ease slitting his thoat.

Well, without getting graphic... I've slept with a few women who were into a degree of rough sex, and getting their hair pulled during... Well I'll leave the rest to your imagination, was a bit of a turn on for them. But they weren't into hairpulling as a source of pain, but because they enjoy the feeling of being under control. So I had to take care in grabbing enough hair so as not to cause serious pain or discomfort. If I don't grab onto enough of their hair, then it would probably have hurt. But grappling enough hair, then trust me: you're not going to rip it all out (a few strands might come loose, but not a lot)... Despite being engaged in some "vigorous movement" at the same time. :P
