Anyone could be a pirate. So combat proficiency would differ quite a bit. I mean even the cook aboard a pirate vessel would be considered a pirate (and risked getting hanged for piracy if caught by the authorities), even if all he ever did aboard the ship was prepare and serve food and never partook in any violence whatsoever. So a pirate could be a combat veteran marine or former navy officer with hundreds of victorious sword duels to his name... And a pirate could also be a cook, or rating with little to no combat history.
