I can see the merit of distributing recruits this way. It's an attempt at ensuring that fitness and excellence were as equally distributed as possible among the legions. They would all get their equal amount of top of the line recruits and poor recruits. It's useful for an overall commander because he would know then that each legion should have the same standards. It can be very difficult for a commander to lead an army and make decisions if the skill and fitness of every unit differs too much.
