If you've got skeletons as your henchmen... Could you then say that you've got skeletal muscle?

Regarding the intelligence of skeletons, I'd say it depends on the nature of their reanimation. In some settings it's just magical energy that sets them in motion. Like clockwork machine. These skeletons would not be very intelligent. But in other settings, reanimation happens as a result of spirit binding (the dead skeletons spirit is summoned from beyond the grave and effectively possess it's old bones to bring them into motion and action) in which case the skeleton could retain some intelligence from it's past life.

@Dingghis_Khaan : From the articles I've read, the definition doesn't mention anything about the revenant having free will or it's original mind left. For instance, Norse draugr are mentioned as an example of european folklore revenants. And the sagas describing draugr does not mention anything about their minds being that of the original person. The primary reason why we might believe revenants and zombies being different is because their respective concepts were created in different cultures, separate from eachother.

The Horned King: It refers to undead in general. It could be a zombie, ghost, vampire, lich, reanimated mummy. The word does impy that it is something returned from the dead though. If you live in England, travel to the U.S and then come back to England, that does not make you a revenant.
