Regarding labeling the "War of Annihilation" a "blunder". While it might sound flippant calling it as such, maybe the intent is to illustrate the mismanagement of already hard pressed resources? I mean, aside from the ethical and moral aspects, diverting manpower and material resources to the task of basically murdering as many civilians as possible while there's still a full war going on, isn't just morally reprehensible but plain dumb from a strategic viewpoint. Every bullet used to execute an unarmed civilian in an effort to exterminate the entire people in the soviet union was a bullet wasted and would've served a greater strategic purpose for the german offensive by being used against the armed enemy forces of the Red Army. Of course, leaving more unarmed civilians alive opens up it's own set of problems, like creating a hiding spot for enemy spies and civilians forming armed militia uprisings. However, I doubt these risks would've outweighed the benefits of simply sparing the civilians and focusing on the armed enemies first and foremost. Not that it would save Operation Barbarossa though, since the plan was so flawed to begin with. But I'm just trying to guess the intent behind labelling the war of annihilation-aspects as a blunder.
