From what I've read, the plan was necessary but still foolish. It's incredibly difficult to capture and subjugate russia. The land and terrain alone pose a gigantic defensive factor for the russians. When the few invaders left after having frozen to death during the winter are stuck in the large mud fields that russia is composed of, they're easy pickings for artillery.

Red Ice: I don't believe it would've mattered much. German rule over the soviet union was unlikely from the start. It'd kind of like proposing the idea of invading the U.S. Even if the U.S had a much weaker military than it has, you still have a an almost entirely armed population numbering in the hundreds of millions to deal with. Not to mention the communications and logistics difficulties to be taken into account in pacifying such large swathes of land. You're not going to be able to properly subjugate and pacify something like that from a relatively small country like germany.
