Just trying to work out what is presented here. The Mayor of London's proposal is to take money from people who might be still driving into town (that of course, drastically reduced as so many workers' cars will now be parked at home) but the remaining drivers going into the zone for whatever reason, are to be, basically taxed more, to fund the trains that continue to run, with hardly any passengers?
