Poverty is poverty. If I have little money then I am in poverty. If I have lots of income, then I am clear of poverty. There is no such thing as "energy poverty" or "child poverty" or "food poverty". It's a matter of two things: the availibility of funds; and priority. Anyone who simply has no funds is poor and that's the baseline - their children are poor and they can't afford to pay energy bills or buy enough food. Others who do have sufficient income, will be clear of poverty because they have enough to cover their bills. However, others in that income bracket will, through making poor decisions, voluntarily put themselves in the position of not being able to fund basic necessities because they have chosen to use those funds to purchase other things. It is possible to elect to join the ranks of the 'food poor' by choosing to be a member of the 'holiday/clothing/jewellery/cosmetic surgery/latest iPhone rich' The point being that language is being used to categorise poverty into different forms. By this, the case is made that there is some kind of powerlessness in managing one's own finances. Once such a state is accepted, then the follow-on is that one requires 'assistance' - and that comes in the form of state handout. The socialist mindset is stirred-in to our everyday life.
