Stabilise? How is that supposed to be brought about? The only way to stabilise is to build reinforced defensive positions, like those in Bakhmut and Avdiivka that had taken years to construct. The current situation sees Ukrainians being thrown back to lesser positions at an accelerating rate. So, stabilise how?
With both sides' propaganda working full tilt, there's no way any of us armchair observers can know much with any surety; but one of the few statistics that seem to be accepted by all, is that over the past year and more, the rate of artillery fire has been at 8:1 or 10:1 in Russia's favour. Given that most casualties are caused by artillery, that has to mean that the casualties for both sides are at about that same ratio. If so, then the often-mentioned manpower shortage in the Ukrainian lines is no surprise, and how can they be expected to carry on in this way?
Where do we go from here? Does Mr Terry really believe his five recommendations would alter anything in a positive direction? In any case, there is little sign that the Western powers have the stomach for any escalation that might cause them to commit more seriously - they simply do not have the population base that will go to war as once they did. All that is gone.
In short this is a war from which the West can walk away and carry on with living. For Russia it was from the start, existential. They will do whatever they need to have Russia survive.
