  1. Sam Armstrong's argument seems to be that the honours system must by default reward every Prime Minister simply for having occupied that position. Tony Blair was the worst Prime Minister in British history, right up until 2020. An honours system which rewards people for doing a job very poorly, is a system that undermines itself.
