@michaeltrevisani829 absolutely. Hence they declare these taxes to give their patrons the much needed heads start to move their assets so they're exempt from taxation - as tax avoidance is not the same as tax evasion and unlike the latter, the former is quite legal. As the saying goes - the rich get richer.
