Because it's what the establishment wants - war brings two things - profits to the military complex and a tool to catalyse fear among the populace and thus keep a level of dependency, ergo control. One of the many reasons they're after Trump so much is that he's the first President in so long to not actually pursue war and they don't like that because it ruins the "plan"
