  1. Being thought of planning to do something is that vague an incentive to justify an arrest - it's basically impossible to say or write ANYTHING. How many of us have said something in temper or entertained a thought, but not carried it out for obvious reason - we going to be herded up for that next?! This is a pisstake arrest - PLAIN and SIMPLE.
