Invented by neo-Nazi Martin Sellner and described in detail in his book "Regime Change von Rechts" What we see here is "dog whistle politics", a successful recipe from far-right politicians. The intention is to give messages that are ambiguous in form, but whose own supporters can clearly decipher the content. This can be done with words or gestures. When that message hits, the mission is accomplished and the boundary of what is socially acceptable in public discourse is further raised to the extreme right. If there is criticism, it is easy to scramble back from a 'misunderstanding'.
