They don't know it means very little in terms of change to aid for Ukraine and may even generate a situation where there is more (although this is less likely) . The American people will not allow a situation where funding is cut just as Europeans will keep supporting Ukraine untill putin is removed from office and russia leaves ALL of Ukraine .
