Besides the low grade corruption that you seem to be referencing there is also the major Millions of dollar corruption.   6. Try finding out from eg Transparency International and the criteria the EU/ NATO hide behind for membership. Petty corruption is juvenile behaviour prior to serious corruption which may be ok with you but not with everyone. That’s where it starts, Domestic Abuse, Rape, medical, educational and criminal bribery - just like America. Birds of a feather flock together. No biggy for you
