Ukraine listed as the most corrupt country in Europe has not changed for several years on transparency international. If you had been following this garbage and wider picture the reality is that it is Russia who has tried to minimise civilian casualties and Amnesty international and UN reports have been that Ukraine guilty of putting public at risk by hiding in schools and hospitals.
