Dems pull this shit everytime there's a "looming" goverment shutdown, and until now Reps have always caved. 15 times since 1995 the goverment has shutdown, it affects no one really, but folks panic & Dems are bastards relying on it to blackmail for DACA. This time, for the first time, they're up against Trump & he's not backing down. So yes, Ryan's statement is very much a true statement.
