I can't imagine that whomever excavated & installing those didn't SEE what was buried in the ground all around the area as they clearled land & dug down to put those towers in place. Workers must have been told to ignore the bones & remnants all around them at the time. What a job that must have been to do & try to justify.

Especially when it comes to removing a government that has become tyrannical - which they ARE.
