  1. I'm a bit confused The report says that the Chinese bought the mill 5 years ago So was the mill producing pollutants before the Chinese bought it? Or did it only start producing pollutants after the Chinese bought it? Or has it always been producing pollutants, but now that it's owned by a rich Chinese company, people are looking for a pay day?
