In the case of the most recent UNGA vote calling Crimea occupied, only 63 countries (out of 195), representing 17% of the world's population, voted in support of it. Those who voted in support of the resolution are basically just NATO and some of its dependants. So, it can't really be said that the UNGA is condemning Russia - it's primarily just NATO. And NATO is isolated from the larger world on the matter.
