  1. I'm not defending Harris trying to change the rules, but I don't see what's wrong with allowing notes. Sometimes, for example, you might want to quote someone or cite some figures, and if you've got it in notes you can do so accurately instead of from memory, and risk the fact checkers hauling you over the coals for getting a word or figure wrong.
