Lt was wrong. If you're driving a vehicle without proper plates (temp plate behind tinted windows) on a dark road, can't pull over in a reasonable amount of time (waited for a well lit gas station), and then fail to comply with officer's instructions, you are needlessly putting yourself and the officers in a dangerous situation. You need to see the full length video. The first instruction he failed to comply with was to pull over when police first turned on their flashing lights on the dark road he was traveling on. But it is understandable that the Lt wanted to be in a well lit area so Lt only stopped after reaching the next gas station after driving for 1 min and 40 seconds. At the gas station, the police asked him to step out of the vehicle 20+ times, but Lt didn't. When the officer attempted to open Lt's door, he swatted away police officer's hands. Officer then pepper sprayed the Lt in order to make him comply. In 1977, the US Supreme Court upheld that even for a routine traffic stop, police officers have the power and discretion to order a driver out of the car.
