  1. Icj is not the operative law. The party that is responsible in accordance with the LoLW is the side that sought to set up the defense in the buildings. The side that was also seeking to set up the defense in those buildings was also responsible for evacuating the civil populous in a safe manner. Which the Hammys do not do. Guess it is the hammys fault...

  3. Wait a minute... Take fire from a building -you are authorized to destroy the building. Check. Have a forward observer in a church steeple calling down indirect fire on you.
