  2. Of course ministers understand spend grows economy, that is after all how the private sector gets involved in public services. Spending isn't the problem, taxing to take debt out of circulation is the problem as business and people will only tolerate tax to a certain point.

  3. If a government spends more to counter a downturn, then that means the households will be taxed more later to take the government spend (which is borrowed money) back out of circulation, so any growth the households see will be offset by the taxation.
