You have to remember though, the "furor and backlash" may have been priced in and considered in the critical analysis as a worthwhile political cost. After all, £1.5 billion is still £1.5 billion toward the total they're trying to achieve, every penny helps. Just as in the business world, you don't aim to please 100% of your customers; you aim to retain 90% and be willing to lose 10%.

I would not expect politicians to be the best thinkers, that's not their job. Their job is to think about the problems and seek solutions. The seeking of solutions is through the engagement with think tanks and consultancies who will have the best thinkers, and governments would use them to do the heavy lifting. That leaves politicians free to evaluate which solutions will be the most politically viable.
