  1. Richard, any thoughts on replacing council tax with a property value tax (say, 0.5% of property value)? Some people, for example, Grace Blakely, support this, but I wonder if this would be open to abuse by governments who could raise the rate dramatically when it suits, but this would massively impact retired folks or low income folks who just happen to be in a property that has gained in value. It doesn't feel fair.
