  1. Businesses will still need to pay employees competitively, or employees will find better offers, and there always are better offers (it's a global jobs market now, you can even stay in the UK and be employed by a business in another country now quite easily).

  2. The NI increase on employERs is more about gradually getting businesses to be more involved in society. In the old days businesses did things like build homes for their workers. Businesses today are only interested in extracting profit. We need businesses to get back to being part of society.
