During the Soviet Union the communist powers feared a large road network would threaten stability and risk enabling opposition forces organizing so they focused on rail as it could be shut down pretty easily. However roads and rail are equally important today, you need rail for urban transport and heavy freight but you critically need roads for low urban areas, low and middle size businesses and most importantly expansion. You really need roads for expansion as the first are always the people looking for opportunity, to start a new business to live somewhere cheaper as prices rise, this is true and proper expansion and you must have food roads for this or else you just end up with urban centers that keep growing instead of a nation expanding equally all over the nation. This is a problem in western Europe the lack of ability to expand from the ground up and instead focusing on urban transport, dictated population growth from the top down and large industry choosing where to expand. This however, limits growth very greatly.
