There were never any fines in my state or any state on the west coast. The US is just far too large and spread out for a real top down control over the virus. The best is to require businesses to only let in customers wearing masks and that is the current status in my area and while I only go out in the evening/night anyway due to work, I have not seen people without a mask in many weeks. Most restaurants have indoor and outdoor seating which does surprise me, however I will continue to avoid that and do take out/delivery instead. The statistics might go up and down but the reality of day to day is pretty normal and stable, you just wear a mask, clean hand after touching anything and that is all there is too it.
