The one thing to keep in mind is that cities like San Francisco have very small overall land area, this is due to strict Annex limitations requiring an area being annexed to vote if to permit it so cities have not been able to grow as most people do not want to be taken over by a larger city. A good example is how Los Angeles Metro area has13 million people and London Metro is 14 million people but because of strong Annex laws in the USA, the city of London itself has 9 million of those 14 million in the city proper so can urban plan in an organized regional way, while Los Angeles only had 4 million out of 13 million people, making it very hard to centrally plan. As such, Los Angeles has cities around it that act like suburbs with single family homes just a few miles from the heart of the city.
