  1. From the Baltimore port to the bridge is over 1 hour, usually tugs are for a short distance not an hour sailing, the best would be to build a tunnel instead of a bridge but that's a planning issue.

  2. At least in the west coast many freeway mountain passes now have mandatory checkpoint and they check each vehicle to ensure they have either good snow tires or chains installed on the tires - either or. I ran in to these checkpoints at Siskiyou pass, very good job to Oregon state patrol.
