Not true at all, before Xi China was open to the west and accepted the status quo with Taiwan and HK but after Xi everything changed, the red banners with Marxist messages, the "re education" camps, the clamping down on foreigners, aggressive international relations and attempts to interfere in other countries internal workings and wolf war soviet style propaganda on a global scale and using economic warfare and cyber attacks on companies and nations. China is totally different place under Xi's rule.
