  1. No, the weather systems that reach California are form across the Pacific ocean thousands of miles away all the way from Hawaii sometimes all the way from near China. The size of area we are talking about is 2x larger then the US it's massive, there is no tool that exists that can do that other than nature. No conspiracy here, just nature doing its thing.
