Russia did not have 170 million military reserves that was the entire population of ALL PEOPLE that lived in the Soviet Union, that includes children, elderly, women which is most of the population. In 1942 the Soviet Army was 11 million and the German army was 8.3 million but around 5 million were fighting the Soviet army in the east.
