  1. The German navy could not secure a long term supply route to an invasion force to Britain without a very large navy. In order to build such a navy they needed more resources first which is why they headed east. I think this is all pretty straight forward. He did however want to keep the British at bay and prevent landings in France so he kept up pressure perhaps also in an attempt to scare the Americans away.
