No one prints money. The US Treasury Department issues Bonds and the world can buy them. The US Treasury walks away with cash in hand and the buyer of the Bond gets a interest coupon payment every 6 months. and after the bond expires they get their original money back. The FED can decide to buy bonds our of thin air, so maybe that is a bit like money printing but the FED is actually in QT right now they are selling bonds not buying.
