The Trudeau 'liberal government' did that by not taxing the huge capital gains on Canadian property collertors and investors, who constantly flipped condos and houses, but instead blamed the few foreign buyers interested in spending time in Canada and banned them completely 'to distract Canadians and gain more votes', as simple as that. All he had to do was to tax heavily Canadians who owned several condos and houses and sold them before owning them 3 years with a progressive tax rate, The more they kept the property the lower the taxes. Greed has its limits. Now was it conspiracy theory to protect investors or just plain incompetence or both ???
